Obtaining the WHQL Microsoft certification (Windows Hardware Quality Labs) for a driver requires to pass a series of tests.

If sending certification packages to Microsoft requires an Winqual account identifying the owner of the drivers, the generation of the certification packages (ie. passing the tests) can be performed by another company.
